Feds close All American Bank of Des ... - Crain's Chicago Business

(Reuters) ? U.S. regulators closed one bank in Illinois on Friday, bringing the total number of closures this year to 81.

The Federal Deposit Insurance Corp (FDIC) said All American Bank of Des Plaines, Illinois, was closed, with the FDIC named its receiver. The FDIC said International Bank of Chicago would assume all its deposits.

The sole branch of All American bank will reopen as a branch of International Bank of Chicago and depositors of All American will automatically become depositors of International Bank of Chicago.

The FDIC said it would continue to insure all deposits so there is no need for customers to change their banking relationships in order to keep their deposit insurance.

As of June 30, All American had about $37.8 million in total assets and $33.4 million in deposits.

Most of the banks that have failed so far this year have had less than $1 billion in assets, illustrating the problems facing small banks.

Many of community banks continue to be hit hard by the sluggish economy and their exposure to the struggling commercial real estate market.

FDIC officials, however, expect there to be fewer failures this year than in 2010 when 157 banks were closed.

Honda's profit sinks, Thai flooding clouds outlook (AP)

TOKYO ? Honda's quarterly profit tumbled 56 percent, battered by the strong yen and production disruptions from the March tsunami disaster that are likely to be compounded by flooding in Thailand.

The automaker, which makes the Accord sedan and Odyssey minivan, said Monday that net profit for the July-September fiscal second quarter fell to 60.4 billion yen ($788 million).

Quarterly sales sank 16.3 percent from a year earlier to 1.885 trillion yen ($24.6 billion), with sales in North America falling the most ? 22.3 percent.

Honda Motor Co. said flooding in Thailand, where the automaker has parts suppliers and assembly lines, made it too difficult to forecast earnings for the full fiscal year through March 2012. A projection will be announced when it becomes available, the company said.

The Thai floods are the latest blow to Japanese manufacturers as they struggle to recover from the tsunami while also being pummeled by the yen's record surge. Japanese automakers in particular use Thailand as a production base in Southeast Asia.

Earlier Monday, Japanese authorities intervened in the currency market to weaken the yen against the dollar and ease pressure on Japanese exporters. That caused the dollar to jump nearly 5 percent to above 79 yen after earlier touching a post World War II-low of 75.32 yen ? a level that is excruciating for exporters such as Toyota Motor Corp. and Nintendo Co.

The strong yen, which erodes foreign earned income, took a bite out of Honda's profits. The automaker estimated that if sales were calculated at the same exchange rate as last year, quarterly sales would have fallen a less severe 12.3 percent.

Revenue from nearly all regions declined. Domestic sales were down 13.2 percent, revenue from Europe sank 10.4 percent, and in Asia outside Japan sales fell 10 percent. Sales to South America, Africa and the Mideast inched up 0.8 percent from a year earlier, the company said.

Honda's motorcycle business was one of its few bright spots in the quarter, with sales rising 14.2 percent to 357.3 billion yen ($4.6 billion).

Col Gaddafi?s son Saif al-Islam says he is innocent and is reportedly considering appearing before the war crimes tribunal. The chief ICC prosecutor has warned him not to try to flee from his refuge in the Sahara desert.

?On the horns of a dilemma

?Communicating through intermediaries, the late Muammar Gaddafi?s son has told the International Criminal Court he is innocent of any crimes against humanity. An ICC arrest warrant issued for Saif al-Islam in June 2011 accuses him of murder and persecution. Meanwhile, he says he wants to clarify what could happen to him if and when cleared of charges at The Hague, the court prosecutor Luis Moreno-Ocampo said on Saturday.

"There are some people connected with him that are in touch with people connected with us, so we have no direct relation; it's through intermediaries," Moreno-Ocampo told The Guardian.

"But we trust very much the person who is in touch for our side. He says he is innocent, he will prove he is innocent, and then he is more concerned about what will happen after, if he is considered innocent by the court," added Moreno-Ocampo. "So we explain to him the legal system, so we are making no deal, though we have a case against him," he added. "But we are explaining the legal system and his right to defend himself," he added.

Moreno-Ocampo stated the ICC would not make "a deal" in return for surrender, but insisted "the conversation is about how to appear before the judges and how we present the evidence."

Saif al-Islam expressed his readiness to surrender to the ICC, it was reported on Wednesday, due to the fact he did not feel safe in his hiding place, a senior military official of Libya's National Transitional Council said. If he surrenders he will be transferred to The Hague where the ICC shares a detention unit with the UN?s Yugoslavia war crimes tribunal and the Special Court for Sierra Leone, which is trying the former Liberian president Charles Taylor.

?Inextricable knot

?Despite having a line of communication with Saif al-Islam, Moreno-Ocampo voiced his concern that he could escape by fleeing to another country with the aid of mercenaries and that his declared willingness to go on trial is a ruse to win time.

Intelligence reports suggest that the mercenaries could include South Africans. The Gaddafi family also has strong links with desert tribes in Niger, Mali and other poor former French colonies in West Africa, making these places a possible refuge for Saif. ?

For the time being, the ICC has received a number of reports from Libya?s new National Transitional Council leaders that Saif al-Islam has taken refuge in the borderlands between Libya and Niger. According to reports, he fled to the frontier after his father was captured and killed near Sirte.

The International Criminal Court has warned that if Saif al-Islam tries to flee by plane, it would move to carry out a mid-air interception.

The ICC lacks a police force of its own, though member countries are legally bound to enforce its warrants.

Three of Saif al-Islam's six brothers were killed in the war that broke out in Libya. Another, Saadi, has reportedly found refuge in Niger.

Syrian tanks pound Homs after army defections (Reuters)

AMMAN (Reuters) ? Syrian tanks pounded an old district in Homs on Saturday in one of the heaviest barrages since the military intensified an assault on the central city two weeks ago to crush protests and a nascent insurgency, residents said.

Several army deserters took refuge in the district of Bab Amro the day before, adding to hundreds who had already defected, they said. The Syrian Observatory for Human Rights said initial reports indicated that one person was killed and at least five injured in the attack.

The tanks were firing anti-aircraft guns, which the military is using to hit ground targets, and heavy machineguns, residents and activists said. A Youtube video purportedly showed at least one building on fire.

The Syrian human rights group Sawasiah said the military assault on Homs had killed at least 300 civilians in the last 10 days, with 30,000 inhabitants arrested since the uprising against President Bashar al-Assad and his family's 41 year rule erupted in March.

Assad, who belongs to the minority Alawite sect, an offshoot of Shi'ite Islam, has repeatedly said he was using legitimate means to confront foreign-backed militants bent on fomenting sectarian strife. Syria is mostly Sunni Muslim.

The authorities say the military operation is designed to cleanse Homs of "armed terrorist groups." The authorities have banned independent media from Homs and the rest of the country, making independent confirmation of events impossible.

The HBK-Hit Man Rivalry: Taking Bret?s Side

I?ve always been the first (and loudest) to proclaim my allegiance to Bret Hart in his renowned rivalry with Shawn Michaels. And I?m not even Canadian.

As a youth witnessing WWE?s attitudinal evolution in 1997, I thought I was the only American left who still wanted to see The ?Hit Man? not just prevail but also thoroughly pummel Shawn Michaels? face at Survivor Series in Montreal. Roughly 14 years and a full screening of ?Shawn vs. Bret: WWE?s Greatest Rivalries? later, I still look at the sports-entertainment world through electric pink tinted sunglasses.

Of course, like everyone else in the late 1990s, I found entertainment in HBK and D-Generation X?s irreverent treatment of Sgt. Slaughter, their oversized deli meat gag and the rest of their uncouth rebellious acts. I even (shamefully) acquired a liking for the DX entrance music.

Despite all this, I was with Bret. To me, he was a pink and black beacon of virtue. He reinforced the values of ?right versus wrong? with a functioning moral compass and I agreed with his crusade. I simply couldn?t fathom how anyone watching Monday Night Raw could?ve ignored the fact that Hart was, for lack of a better term, shafted at every turn while Michaels ? lawless and smug ? gained the support of millions. It was as if the entire world had suddenly turned on the guy who?d proudly championed them for so many years all because it became cool to crotch-chop.

I?ve had the rare and incredible opportunity to shadow both ring legends in 2010 and 2011 in WWE.com?s WrestleMania Diary. Firsthand, I?ve witnessed Hart and HBK interact as men who?ve moved past their much chronicled dispute, now more than a decade after the most personal ring rivalry culminated in sports-entertainment?s most infamous betrayal: the ?Montreal Screwjob.?

But as the blemish of one cold night up north begins to at least fade in comparison to two laudable careers, looking back, I?m still a staunch Hit Man supporter ? especially at Survivor Series ?97 ? for a few good reasons.

Alternative paths could?ve been taken
With The Excellence of Execution bound south for WCW, WWE?s Chairman was faced with the dilemma of needing an individual to take the WWE Title off the departing Hit Man. As he cites in the ?Greatest Rivalries? DVD, Hart was open and amenable to alternative options or other successors who weren?t named Shawn Michaels.

There was a litany of routes to take with a countless different outcomes, several of which, according to Bret, were considered yet abandoned at Survivor Series in lieu of the controversial climax. It could?ve been Hart against ?Stone Cold? in a rematch from the previous year?s Survivor Series. Maybe Bret?s final match took place the next night on Raw. Frankly, it could?ve been anyone but Michaels, anywhere but on pay-per-view, any place but Canada. Alter any of these factors and it?s likely the Montreal incident would never have happened, thus leaving the legacies of Hart and HBK untarnished.

It was a matter of respect
At the time, the source of Bret?s frustration in WWE happened to be the same individual with whom Hart shared heated contention for the company?s mountaintop. There was something innately wrong, something amiss with Shawn Michaels? behavior and Bret recognized it. That something was rooted in respect ? or a lack of it.

As he admits today, The Showstopper knowingly pressed the limits of Hart?s signature composure and arrogantly dismissed the few olive branches extended by his adversary. It was as if while gleefully accepting his rise and laud in WWE, Michaels wouldn?t reciprocate even the minimum display of professional respect. This truth behind the curtain and the fiery rivalry on worldwide television made it understandably impossible for Bret to swallow, departure or not. Hart?s resistance was on principle.

A Superstar?s core concern is to entertain, sure. It just happened that Bret Hart recognized his role as a globally respected figure. The Hit Man who performed in the ring was the same real life person with the same strong convictions. In this case, doing what was right was not letting Michaels just skate on by.

Championing the locker room
The WWE Championship is a symbolic key to the WWE kingdom, including all those who perform in it. Bret?s refusal to simply allow HBK to take the WWE Title in Hart?s final WWE match was in defense of not just himself but also a full locker room of Superstars.

1190616402001|03:30Michaels? ascent was historically at the expense of other competitors, even his own best friend, Triple H. Following the infamous ?Curtain Call,? The Game was penalized for his public display of kinship with a departing Scott Hall and Kevin Nash (WATCH) ? and it was alongside HBK, who not only emerged from the situation unscathed but also managed to soar to even greater heights.

Given his history, someone had to stand in Michaels? way. The Hit Man was in the position to do so before leaving and he tried his damndest to serve Shawn a healthy, much needed dose of humility.

After watching the ?Shawn vs. Bret? DVD, an appreciation of the two-sided story makes way to empathy for each competitor and their viewpoint. As the fan who witnessed a tainted end to Bret Hart?s in-ring career in WWE in ?97, there comes acceptance, closure and, most importantly from my perspective, justification of my support of "The Best There Is, Best There Was and Best There Ever Will Be."

History cannot be changed, but no matter how strongly one might feel about what happened 14 years ago, it?s necessary to distance the events of Nov. 9, 1997 from the illustrious Hall of Fame careers of both Bret Hart and Shawn Michaels. Arguably either man?s darkest hour in the ring, the Montreal Screwjob cannot ? and should not ? eclipse the accolades and achievements for which these legends are celebrated.

Insurance industry says PIP is 'unsustainable' ? Central Florida ...

Everyone from Gov. Rick Scott to CFO Jeff Atwater ? with an attaboy from Attorney General Pam Bondi ? says the Legislature needs to reform the state?s fraud-ridden Personal Injury Protection (PIP) coverage that pays for a motorist?s injuries and lost wages without regard to fault.

Today the Property Casualty Insurers Association of America released a report on PIP, calling the current system ?unsustainable.? A key takeaway:

?According to the Office of Insurance Regulation?s Report on Review of the 2011 Personal Injury Protection Data Call, trend comparisons revealed that while there is a decreasing trend in the number of drivers, crashes and injuries, the number of personal injury protection (PIP) claims that were opened in Florida increased by 35.7% from 2008 to 2010. And, Florida drivers currently pay the highest auto liability insurance premiums in the nation, 56% more than consumers in other states (annual premiums of $736 ? FL vs. $471 ? U.S.), according to the National Association of Insurance Commissioners.?

According to the report, four ?essential fraud-fighting fixes? are:

  1. Eliminating incentives for frivolous no fault lawsuits by placing caps on attorney fees.
  2. Providing greater oversight of medical clinics by allowing private on-site inspections of premises to ensure the services are real.
  3. Preventing fraudulent, unnecessary medical treatment by establishing reasonable treatment limits.

Steroid medications tied to vitamin D deficiency (Reuters)

NEW YORK (Reuters Health) ? People who use oral steroid medications may be at greater-than-average risk of a serious vitamin D deficiency, a new study suggests.

The findings, reported in the Journal of Clinical Endocrinology & Metabolism, do not prove that the drugs themselves are the cause.

But they do suggest that people on the medications should have their doctors check their blood levels of vitamin D, researchers say. And that may be especially important for children.

Steroid medications help control inflammation and are used for a number of medical conditions -- including asthma, certain types of arthritis such as rheumatoid arthritis and autoimmune diseases like Crohn's disease, lupus and multiple sclerosis.

In the new study, researchers found that among nearly 23,000 Americans in a government health survey, those using oral steroid medications were twice as likely as non-users to have a severe vitamin D deficiency.

Overall, 11 percent of those on steroids had a vitamin D level below 10 ng/mL -- which is considered too low to keep your bones, or the rest of you, healthy. That compared with five percent of study participants not on steroids.

Vitamin D levels that low can lead to a serious softening of the bones or muscle pain. Blood levels of about 20 ng/mL or above are considered sufficient for health.

"When doctors write that prescription for steroids and they're sending the patients for lab tests, they should also get the vitamin D level measured," lead researcher Dr. Amy L. Skversky, of Albert Einstein College of Medicine in New York, said in a news release from the university.

Skversky's team based their findings on a national health survey done between 2001 and 2006. It included 22,650 U.S. adults and children who had blood samples taken and reported on their medication use.

Just under one percent of the group said they'd used oral steroids in the past month -- which would translate to 2.1 million Americans likely taking the drugs nationwide.

The steroid users in the study were twice as likely to have a vitamin D deficiency, even after researchers accounted for several other factors that affect D levels -- including obesity, milk intake and vitamin D supplement use.

The link was especially strong among children. Steroid users younger than 18 were 14 times more likely to have a vitamin D deficiency than kids not taking the medications.

It's not clear that the medications themselves were to blame, or fully to blame. It's likely, according to Skversky's team, that the conditions the drugs treat contribute to low vitamin D levels.

Some of those disorders can lead to poor nutrient absorption, for example, or limit people's physical activity -- which may mean more time indoors, away from the sunlight that triggers the body's natural ability to make vitamin D.

On the other hand, there is evidence that steroid medications may lead to vitamin D deficiency, possibly by boosting an enzyme that curbs the vitamin's activity in the body.

The bottom line, according to Skversky, is that patients and doctors should be aware of the higher risk of vitamin D deficiency linked to oral steroids.

The latest recommendations from the Institute of Medicine, an advisory body to the U.S. government, are for most children and adults to get 600 IU of vitamin D per day. Adults older than 70 are advised to get 800 IU.

There are no special recommendations for people on steroid medication.

The sun is the major natural source of vitamin D. Food sources are relatively few and include fatty fish like salmon and mackerel, as well as dairy products and cereals that have added vitamin D. Multivitamins also contain vitamin D.

Not all steroids are taken orally. The study did not look at inhaled steroids, like those often used by people with asthma, so it's not clear if the findings would apply to those medications.

Amazon.com shares slump as costs weigh on outlook (Reuters)

(Reuters) ? Shares of Amazon.com Inc fell 13 percent in pre-market trade on Wednesday, a day after the company forecast a disappointing outlook for the current quarter on costs related to Kindle and other investments to grow the company.

Analysts with at least four brokerages, including BofA Merrill Lynch and J.P. Morgan Securities, lowered their price targets on Amazon's stock, as third-quarter results came in below market expectations.

The world's largest Internet retailer had launched its Kindle Fire tablet in September, which is likely to weigh on the fourth-quarter profit, Analyst Ken Sena of Evercore Partners said in a note to clients.

"Fulfillment spending was higher than expected as the company works to expand the number of fulfillment centers and adds selection," Sena added and cut the price target on the stock to $260 from $290.

The company has been spending on support growth, primarily to handle the growth of its main online retail business, and plans to build 17 new fulfillment centers this year.

"Amazon continues to invest in high-growth opportunities at the expense of near-term profits," brokerage Stifel Nicolaus said in a note, while cutting its rating on the stock to $265 from $280.

Shares of Amazon slumped to $197.91 in pre-market trading on Wednesday. They had closed at $227.15 on Tuesday on Nasdaq.

450 Malaysia snakes, tortoises escape cooking pot

(AP) ? Malaysian authorities have rescued some 450 endangered cobras and tortoises headed for cooking pots in Thailand.

Celescoriano Razond, Malaysia's wildlife deputy enforcement director, says officials confiscated 302 Asiatic cobra, 145 tortoises and a macaque monkey Thursday from a house in northern Kedah state, near the Thai border.

He says two men have been arrested and could be charged for being in possession of protected wildlife, which carries a penalty of up to five years in jail and a fine.

He said Friday that an initial probe showed the animals were being smuggled out of the country to be peddled to restaurants in Thailand specializing in exotic meat.

U.S. seeks $71 million from Equatorial Guinea leader's son (Reuters)

WASHINGTON (Reuters) ? The Obama administration is seeking to seize almost $71 million in allegedly corrupt assets from the son of the leader of Equatorial Guinea, including $1.8 million worth of pop star Michael Jackson memorabilia.

The U.S. Justice Department accused Teodoro Nguema Obiang Mangue, the son of longtime President Teodoro Nguema Obiang Mbasogo, of amassing over $100 million and using the proceeds to fund a lavish life in the United States and abroad, including luxury cars, boats and a Gulfstream jet.

In the impoverished West African country where 70 percent of the population falls below the poverty line, according to the World Bank, the son Nguema serves as a minister of forestry and agriculture, earning about $6,800 a month in salary.

The country has valuable natural resources, including oil, gas and timber, that are allegedly being used in a variety of schemes to line the pockets of the president, his son and their close confidants, according to the U.S. Justice Department.

The alleged corruption ran the gamut of bribery and money laundering schemes, including demanding fees before signing logging concessions to companies or paying a tax before getting timber exports approved, according to the complaint.

In another scheme, Nguema ran a program in which companies working in Equatorial Guinea made contributions to a program to provide metal roofs to homes for the poor, but instead Nguema and others took the money, the Justice Department said.

Companies that refused to donate faced retaliation, the U.S. authorities said.

When Nguema came to the United States in 1991 to attend Pepperdine University in Malibu, California, he lived in a hotel room at the posh Beverly Wilshire Hotel and a house he rented in the upscale town, the complaint said.

Nguema's expenses were paid for by a U.S. oil company operating in his country, according to the Justice Department.

JET, FERRARI, JACKSON MEMORABILIA SOUGHT

The Justice Department filed forfeiture complaints in Los Angeles and Washington for a $38.5 million Gulfstream V jet, a $30 million home in Malibu, a 2011 Ferrari worth more than $530,000 and the Jackson memorabilia worth almost $2 million.

"We are sending the message loud and clear: the United States will not be a hiding place for the ill-gotten riches of the world's corrupt leaders," said Lanny Breuer, head of the Justice Department's criminal division.

The jet is not currently in the United States. It is believed to be in Equatorial Guinea, but if forfeiture orders are approved, the Justice Department could work with foreign governments to grab it if it were to land in their countries.

A Washington, D.C.-based spokesman for Equatorial Guinea and Nguema said officials tried to offer U.S. officials evidence "that there has been no wrongdoing," but were rebuffed.

"We intend to carefully review the allegations of this complaint now that we finally have access to it," said Matt Lauer with Qorvis Communications. "We look forward to meeting with representatives of the Department of Justice to provide information that we hope will resolve the issues presented."

The Justice Department said that despite the government salary, Nguema spent tens of millions of dollars on luxury cars, yachts, a lavish estate in the posh seaside town of Malibu, and a huge collection of Jackson memorabilia.

The Malibu compound includes 12 acres that overlook the Pacific Ocean, a 15,000-square-foot (1,400-square-meter) main house, a 2,500-square-foot (230-square-meter) guest house, a tennis court and pool.

FRENCH SEIZE VEHICLES

Late last year, Nguema moved his luxury car and motorcycle collection from Los Angeles to France, worth an estimated $10 million combined. Authorities there last month seized some of his vehicles, according to one court filing.

He also moved his two yachts he kept in California back to Equatorial Guinea last year, the filing said.

Between June 2010 and June 2011, he acquired a treasure trove of Michael Jackson memorabilia, some without his name being used, the court papers said. The singer died from an overdose of a mix of propofol and sedatives in June 2009.

Nguema spent $275,000 for one of Jackson's white crystal-covered gloves used during the late singer's "Bad" tour, as well as $80,000 for a pair of crystal-covered socks, according to the forfeiture complaint.

He also bought other items including clothing, awards and autographed music sheets, according to the court papers.

A U.S. Senate panel investigating foreign corruption in 2004 found that Riggs Bank in the United States had been a conduit for Equatorial Guinea officials' money. The bank closed the accounts and the money was withdrawn, except for Nguema's.

The Naval Criminal Investigative Service is now asking anyone who has information about Vasta's death or saw her before her body was found to contact them. She had a broken neck and back, and police have yet to determine whether she was the victim of accidental drowning or committed suicide. Her family has "vehemently denied" she would have killed herself, the Union Tribune reports.

Her car was found parked on a viewpoint 60 feet above the Pacific Ocean, and the Union Tribune reports that a bloody bra and blouse, as well as a blood-stained steak knife, were found in the car.

Vasta used the name Anneka Di Lorenzo in her modeling days. She also played Messalina in Penthouse founder Bob Guccione's infamous 1979 movie "Caligula," the first movie to feature major stars in a film with explicit sex scenes. The film is famous as one of the only films critic Roger Ebert walked out of. Ebert later awarded it zero stars and described the movie as "sickening, utterly worthless, shameful trash."

Vasta once dated Guccione, but in 1990, she won a $4 million lawsuit against him, claiming he compelled her to have sex with two of his business associates, the New York Times reports.

She was born Marjorie Thoreson in Minnesota, but left there at just 14 for Los Angeles.

US pulls ambassador out of Syria

The United States has pulled its ambassador out of Syria because of what it said were credible threats to his safety after his public support for protesters led to attacks on the U.S. Embassy and his diplomatic convoy by supporters of President Bashar al-Assad.

Syria immediately followed suit by recalling its envoy to Washington for consultations, signaling a further deterioration of relations between Syria's rulers and Washington, which has called for Assad to step down and deepened sanctions on Damascus to include the country's small but key oil sector.

"Ambassador Robert Ford was brought back to Washington as a result of credible threats against his personal safety in Syria," State Department spokesman Mark Toner said Monday.

"At this point, we can't say when he will return to Syria. It will depend on our assessment of Syrian regime-led incitement and the security situation on the ground."

'Smear campaign'
State Department spokeswoman Victoria Nuland said Ford was expected to return to Syria and demanded the Syrian government provide for his protection and end what she called a "smear campaign of malicious and deceitful propaganda" against him."

"The concern here is that the kinds of falsehoods that are being spread about Ambassador Ford could lead to violence against him, whether it's by citizens, whether it's by ... thugs of one kind or another," she said.

In the central city of Homs, 140 km (85 miles) north of Damascus, two people were killed when troops and loyalist militiamen fired at majority Sunni Muslim districts that have been a bastion for protests and, lately, a refuge for army defectors leading armed resistance emerging there, residents said. Syria is dominated by Assad's minority Alawite sect.

The killings bring to at least 10 the number of civilians killed in tank-backed assaults on districts in Homs in the last two days, activists said.

The official Syrian news agency said "terrorist groups" fired at a shared taxi carrying university students in Homs on Sunday night, killing a young woman. Security forces arrested several members of other groups and seized automatic weapons and automatic rifles and Molotov cocktails.

A Youtube video shot by activists purportedly showed a young protester dying from a gunshot that hit him while he was dragging a body off a street in al-Khalidiya district. Their comrades are heard shouting "God is greater" as the two bodies lay next to each other on the asphalt.

Reuters could not confirm the authenticity of the footage. Most foreign media have been banned from Syria, making it difficult to verify events on the ground.

Syrian authorities say they are fighting "armed terrorist groups" in Homs who have killed civilians, security forces and prominent figures.

They blame the unrest across the country on such groups, which they say have killed 1,100 army and police. The United Nations says the crackdown has killed 3,000 people, including 187 children.

A spokeswoman for the Syrian embassy in Washington, Roua Sharbaji, said Syrian Ambassador Imad Moustapha had been recalled to Damascus for consultations on Monday.

Ford left Syria over the weekend, a Western diplomat told Reuters, following a series of incidents that resulted in physical damage but no casualties.

'Inciting' articles
"Articles, more inciting against Ford than usual, have appeared in state media recently. He left Saturday," said one of the diplomats, who like others asked not to be identified due to the sensitivity of the issue.

At the end of September Assad loyalists threw concrete blocks at his convoy and hit the cars with iron bars as Ford was visiting centrist politician Hassan Abdulazim, according to an account published by the ambassador the next day.

"One person jumped on the hood of the car, tried to kick in the windshield and then jumped on the roof," Ford wrote on the U.S. Embassy's Facebook page on Sept 30. "Another person held the roof railing and tried to break the car's side window.

"...Syria's problems come not from foreign interference but from intolerance -- the same kind of intolerance we saw in front of Abdulazim's office. Unfortunately, those problems now are growing worse and more violent."

In July several Assad loyalists broke into the U.S. Embassy in Damascus, tore down signs and tried to break security glass. They also attempted to break into Ford's nearby residence but failed to gain entry.

The mounting security clampdown has triggered a strike by private businesses in towns across the Hauran Plain, which was the first region where masses publicly turned against Assad.

Anger has grown over the killings of several protesters last week in the towns of Dael and in Ibtaa. The region has seen nightly protests in solidarity with Homs.

"Troops have entered into several towns to end the strike but protesters want to expand it into wider civil disobedience," said one activist who said army reinforcements had been sent to several towns in the Deraa countryside.

In Deraa city, capital of the agricultural province, businesses across the city were closed for the fourth day. In the town of al-Hirak to the east, the strike picked up steam in the last two days, activists said.

'More defiant than ever'
"This strike is intensifying every day as more businesses shut and people become more defiant than ever angered by the increasing brutality and daily roundups and arrests," said one Deraa resident who gave his name as Abu Abdullah.

With troops concentrating on urban centres, protests have expanded in rural regions, including some areas which were once bedrocks of Sunni support for Assad and are seeing defections from the military and armed resistance.

The 46-year-old president is from the Alawite community, which dominates the state, the army and security apparatus in the majority Sunni Muslim country.

In an interview with Reuters last month, Ford said Assad was losing support among key constituents and risked plunging Syria into sectarian strife between Sunnis and Alawites by intensifying the military crackdown.

Ford also infuriated Syria's rulers with his high profile gestures of support for the seven-month-old grassroots protest movement demanding an end to 41 years of Assad family rule.

He was cheered by protesters when he went in July to the anti-Assad hotbed city of Hama, which was later stormed by tanks. He also visited a town that had witnessed regular protests in Deraa, ignoring a ban on Western diplomats traveling outside the Damascus area.

Along with a group of mostly Western ambassadors, Ford later paid condolences to the family of Ghayath Matar, a 25-year-old protest leader who had distributed flowers to give to soldiers but was arrested and died of apparent torture, activists say.

Washington, seeking to convince Assad to scale back an alliance with U.S. arch-foe Iran and backing for militant groups, acted to improve relations with Damascus after President Barack Obama took office in 2009.

Obama sent Ford to Damascus in January to fill a diplomatic vacuum prevailing since Washington withdrew its envoy in 2005.

Earlier this month, the U.S. Senate unanimously approved Ford's nomination, with Foreign Relations Committee Chairman John Kerry, D-Mass., praising Ford for continuing to visit cities under siege and "speak truth to power."

Kerry said Ford has been steadfast "despite even being physically attacked and assaulted by the regime's goons."

But relations deteriorated anew after the uprising broke out and Assad ignored international calls to respond to protester demands that he dismantle the Syrian police state and allow political pluralism.

The Solar Ship is a little bit airplane, a little bit blimp and all good intentions. The hybrid dirigible combines the cockpit and landing gear of a plane with the top of a blimp, the latter of which is lined with solar panels. The green vehicle can take off from and land on short runways, an ideal feature in a craft designed to deliver supplies to areas hit by natural disasters or with otherwise rough terrains. (AP) ? IndyCar drivers and officials debated how to make open-wheel racing safer Monday. Now comes the hard part: turning talk into action.

More than a dozen IndyCar drivers met for three hours with series CEO Randy Bernard and Brian Barnhart, the series' president of competition, about preventing another fatal accident.

The meeting came eight days after two-time Indianapolis 500 winner Dan Wheldon was killed in a fiery, 15-car crash in the season finale at Las Vegas and less than 48 hours after he was buried in his adopted hometown of St. Petersburg, Florida.

"How we react to this is critical, and we're very encouraged with what happened today in terms of ideas," four-time IndyCar champ Dario Franchitti said. "Finger-pointing is not going to do any good at all, and we're all unified going forward in one direction."

Although those inside the meeting room declined to share specifics, the discussion was expected to cover everything from tracks used by the series to new Plexiglas catch fences to putting canopies over the drivers' open cockpits.

IndyCar does have time to consider potential changes because it won't race again for six months.

"We're not going to make motor racing 100 percent safe, that's a fact," Tony Kanaan said. "But there are things that we can do, hopefully, to make it better, make it safer."

IndyCar's investigation of the accident is ongoing.

In a statement released by the series Monday, CEO Randy Bernard said the series "needs to understand everything possible" about the crash.

A team of series safety and competition officials is evaluating the data and will use independent experts and consultants to analyze aspects of the data, according to IndyCar. The investigation results then will be turned over to a third-party group for validation, series officials said.

Investigators are reviewing accident data recorders from the 15 cars involved in the wreck, as well as their accelerometers, firesuits, helmets, video footage, photos, post-crash reports and data from timing and scoring.

IndyCar already was planning on a new car for next season. Wheldon, who was the primary test driver for the new model, repeatedly told reporters it was significantly safer.

But drivers want other assurances, too.

"We have to take it to the next level of safety," said Davey Hamilton, who sustained severe foot and ankle injuries in a serious crash in 2001 at Texas. "One thing I've seen in Dario, Tony and Justin (Wilson) is that they've unified us. I think they're doing it in a very positive way. It's about what's best for the series and what's best for the drivers."

Franchitti and Kanaan, two of Wheldon's closest friends, were in town for his memorial Sunday, then stayed to participate in the drivers meeting.

"I feel responsible for all the drivers here," Franchitti said. "Everything is on the table, and I think today was a very productive discussion."

Wheldon's fatal crash culminated a season in which drivers voiced several concerns.

Whether it was radiation issues at the series' final Japan race, a botched restart on a wet New Hampshire track, inconsistent penalty calls or a series of pit road tangles, drivers and team officials repeatedly voiced concerns.

The first complaints emerged in January when Bernard announced the series would use double-file restarts, a staple on the Cup circuit for several years.

IndyCar drivers, some of whom had Cup experience, contended it couldn't work in a series where bump-and-run tactics create a dangerous racing environment. But after some early wrecks, drivers and series officials figured it out.

U.S. and North Korea talks to resume after delay (Reuters)

GENEVA (Reuters) ? U.S. and North Korean officials planned a second day of talks on Tuesday aimed at getting wider nuclear disarmament negotiations back on track and improving their strained relationship but the resumption was delayed for undisclosed reasons.

The talks, which had been scheduled to start at 0800 GMT (4 a.m. EDT), were pushed back by several hours at the request of North Korea, the U.S. diplomatic mission in Geneva said in a brief statement that declined to elaborate.

Ambassador Stephen Bosworth, U.S. special representative for North Korea policy, was now due to attend a working lunch and an afternoon session, both at the diplomatic mission of the Democratic People's Republic of Korea (DPRK), it said.

Bosworth, speaking to reporters in Geneva late on Monday after a first day of meetings and joint dinner, gave an upbeat assessment saying that the talks were "moving in the right direction" but that differences needed to be narrowed further.

"I am neither optimistic nor pessimistic, but as I said we have made some progress, but we have issues still to resolve and we will work hard to do that," he said, giving no details.

The United States and North Korea held bilateral talks in New York in late July, the first since six-party talks over Pyongyang's nuclear weapons program collapsed in 2009.

Bosworth was accompanied by Glyn Davies, the outgoing U.S. ambassador to the U.N. nuclear watchdog who has been named his successor, in the Geneva talks with First Vice Foreign Minister Kim Kye-gwan.

North Korean officials in Geneva were not available for comment despite repeated attempts to clarify why the two-hour morning session had been canceled.

Earlier on Tuesday, a North Korean official told Reuters: "After the morning session my delegation is arranging lunch in honor of the U.S. delegation. At this moment my delegation does not expect to make a statement after the talks."

Bosworth was tentatively expected to give a news briefing later on Tuesday at the U.S. mission.

URANIUM ENRICHMENT KEY QUESTION

North Korean leader Kim Jong-il told Chinese Vice Premier Li Keqiang that a moribund 2005 deal should be the basis for fresh talks about Pyongyang's nuclear activity, Chinese state media said on Tuesday, leaving unanswered a key question on uranium enrichment, a possible pathway to atom bombs.

The United States and South Korea insist that the North immediately halt its uranium enrichment work, which it unveiled last year, as a precursor to restarting regional talks that offer economic aid in return for denuclearization by Pyongyang.

In his meeting with Li, Kim repeated that North Korea was willing to revive six-party talks -- also involving Russia and Japan -- that it abandoned after the United Nations imposed fresh sanctions for a long-range North Korean missile test. The following month, Pyongyang conducted a second nuclear test.

"Kim said the DPRK hopes the six-party talks should be restarted as soon as possible," said the Xinhua news agency report on Tuesday of the meeting between Kim and Li in North Korea on Monday night.

The North's uranium enrichment program, which opens a second route to developing an atom bomb along with its plutonium program, is not specifically referred to in the 2005 pact.

The North says that it is enriching uranium only for power generation and argues that the 2005 agreement respects its right to peaceful uses of nuclear energy.
